Man Wanted For Robbery, Hit-And-Run Captured In Delco

The man was wanted for stealing a purse from a vehicle, then striking a woman with his own vehicle, in Upstate New York, authorities said.

TINICUM TOWNSHIP, PA — A man who was wanted in a robbery and hit-and-run in New York State was apprehended by federal officials in Delaware County Tuesday.

According to the U.S. Marshals Eastern Pennsylvania Violent Crimes Fugitive Task Force, Joseph Hess, 32, of Frankfort, New York, was taken into custody at about 6 a.m. Tuesday in Tinicum Township.

Hess was wanted by the Saratoga County Sheriff’s Department in New York for an Oct. 16 robbery and hit-and-run that left a 76-year-old-woman severely injured, authorities said.

According to the sheriff's department, Hess stole a purse from a vehicle, then struck the woman with his vehicle as he drove away from a McDonald's.

The woman suffered broken bones in her legs and arms, authorities said.

At about 6 a.m. Tuesday, investigators from the Marshals Fugitive Task Force in Philadelphia learned Hess may have been hiding at the Quality Inn in Essington.

Investigators went to the hotel, and Hess was found and taken into custody without incident.

He was taken to the Tinicum Township Police Department for charges of assault and robbery from New York.

Hess is being held at the George W. Hill Correctional Facility, where he awaits extradition back to New York.

This arrest resulted from cooperation among several agencies to include the U.S. Marshals Task Forces in Philadelphia, Albany, and Utica, the New York State Police, Saratoga County Sheriff’s Office, and Colonie Police Department.

"Thanks to the coordinated efforts between multiple law enforcement agencies in New York and Pennsylvania, we were able to locate and apprehend Joseph Hess quickly and without incident," Robert Clark, Supervisory Deputy for the Eastern Pennsylvania Violent Crime Fugitive Task Force, said.
