Norristown PD Nabs Two Members of 'Nic Boys' Drug Ring

According to reports from the , officers working with a confidential informant arrested two Philadelphia men who police say are part of an illegal drug organization known as "the Nic Boys."

Curtis Haynes, 18, and Michael Quinones, 21, both of Philadelphia, were taken into custody on Thursday, June 7, at approximately 4:17 p.m. in the alley behind the 200 block of East Chestnut Street.

According to reports, the investigation into the Nic Boys' activity in Norristown began on April 27 of this year, when an informant under police direction made a call to a man he knew as "AJ," later identified as Haynes, and made arrangements to purchase drugs that day. Police reportedly followed the informant to Oak Street Park where they reportedly observed him exchange money for crack cocaine and heroin with a man in the driver's seat of a maroon Buick Park Avenue. Police recovered the drugs from the informant, who also identified the passenger of the Buick as "Mike," later identified as Quinones. According to the informant, Quinones had passed the drugs to Haynes to complete the transaction.

On June 7, police were alerted that the Haynes and Quinones had returned to Norristown in the maroon Buick and were selling drugs in an area behind the 200 block of East Chestnut Street. Detectives reportedly located the vehicle at that location and when they made contact with the three occupants, said they could plainly see a small green-tinted plastic bag containing suspected crack cocaine within reach of the driver, identified as Haynes, in the door jam of the car's open driver's-side door.

As police removed Haynes from the vehicle, several smaller bags containing suspected crack cocaine reportedly fell from the larger bag to the ground. A search of Haynes reportedly recovered an AT&T cell phone and $120 in cash, split into three $40 bundles.

A search of the car revealed another green-tinted plastic bag containing suspected crack cocaine and three additional cell phones, one of which matched the number called by the confidential informant on April 27 to arrange a drug buy.

A search of Quinones, the front seat passenger in the vehicle, reportedly revealed a key chain with two keys and $160 in cash. The rear seat passenger, Jeffrey Farrelle, of the 200 block of Norristown, was detained, but as of press time had not yet been charged with any crime.

Haynes and Quinones both face charges including possession, possession with intent to distribute, conspiracy, criminal use of a communications facility and other charges.
