Police Briefs

The following information was supplied by the Norristown Police Department. Where arrests or charges are mentioned, it does not indicate a conviction.

Terroristic Threats

  • According to reports from the , Charles Williams, of the 800 block of West Main Street, was charged with making terroristic threats to a neighbor on Thursday, May 3. Police responded to Williams' address and spoke to a neighbor at the same address who reported that Williams screamed "I am going to kill [name withheld] and leave her in a puddle of blood and then I am going to kill you," at the victim as he was leaving the residence. Williams was reportedly upset that the neighbor and his friends were neglecting to shut the front common door to their building. Williams was taken into custody and held when a warrant check revealed an active Philadelphia probation warrant.

Possession With Intent to Distribute

  • Carlton Gibson, of the 5300 block of Vine Street, was arrested and charged with possession, possession with intent to distribute, possession of drug paraphernalia and public drunkenness on Thursday, May 3. An officer observed Williams and two other suspects in front of the at 630 West Main Street hold a brief conversation and move to the side of the building. The officer reportedly observed one of the suspects reach out to the suspect later identified as Gibson and make an exchange. The officer recognized it as behavior consistent with a drug transaction. As the officer pulled into the parking lot, the three men allegedly began physically fighting. As the officer intervened, one of the suspects ran from the scene. The officer placed the remaining two suspects into custody for disorderly conduct and fighting. The officer reportedly observed Gibson to have impaired motor functions, a glazed stare and delayed responses to question posed to him. A search of his person revealed an ID with the name "Carlton Gibson" on it; a US Balance-brand digital scale with cocaine residue on it; razor blades with cocaine residue; several clear baggies and plastic wrap; three small baggies full of cocaine; two Metro PCS cell phones; a Samsung cell phone; a box of sandwich baggies; a "Rolex" watch; $44 in cash and two screw drivers. Gibson was transported to the station to await arraignment. 

Possession

  • Angel Rosario, of the 900 block of Stanbridge Street, was arrested and charged with public drunkenness and several counts of possession on Thursday, May 3. An officer patrolling  the alleys in the West End reportedly observed Rosario half crouching, half standing and clinging to a chain link fence attempting to pull himself along the 600 block of Haws Alley. The officer made contact with Rosario and smelled a distinct chemical odor believed to be "wet" or PCP and formaldehyde. Rosario allegedly could not answer simple questions and could not stand on his own. He was taken into custody and a search of his person revealed a plastic sandwich baggie containing 12 small jars with purple caps containing a dark leafy substance soaked in "wet" and a small quantity of loose green/brown leafy material that tested positive for marijuana. Police also found two separate stacks of money, one amounting to $170 and the other amounting to $70. Rosario was transported to the station to await arraignment. 

Harassment

  • Michael Parker, of the 800 block of Arch Street, was cited for harassment on April 29. A victim reported to police that she was walking in the 800 block of Art Street when she got into an argument with Parker. The victim stated the Parker allegedly slapped her in the face, grabbed her, picked her up and slammed her to the ground. Parker was cited by mail.

Dog Running at Large

  • Brandon Williams, of the 200 block of Haws Avenue, was charged with with breaking the borough ordinance regarding dogs running at large. Officers responded to the area of Haws Avenue and Rich Alley on Thursday, May 3, for a report of two pitbulls, one black and one tan, running loose. Police had responded to the area previously for the same animals that are known to belong to Williams. The dogs were returned to Williams' property and he was cited by mail.

Loud Sound

  • Leroy Watson, of the 800 block o East Airy Street, was issued a citation on Thursday, May 3 for operating his car stereo at a volume that could be heard over 25 feet away.

Warrants

  • Charles Williams, of the 800 block of West Main Street, was arrested on Friday, May 3, on an active Philadelphia probation warrant and held until officers from the Philadelphia probation department could pick him up.
  • Charles King, of the 800 block of West Lafayette Street, was arrested on an active fine and cost warrant on Thursday, May 3. Officers stopped and question King during an investigation of a suspected drug transaction at the at 630 West Main Street. King was transported to the station and held to await arraignment.
