Truck Driver Won't Be Charged in Crash That Killed Norristown Woman

According to Lancaster Online, the driver of the and sent it hurtling into oncoming traffic, causing a crash that will not face criminal charges. 

Twenty six-year-old Rachid Belkhir, of Telford, was reportedly cited with two summary traffic violations, but will not face further charges as the Lancaster County Major Crash Investigation Unit determined that Belkhir was not driving recklessly at the time of the accident.

"There was no evidence of reckless driving [by Belkhir] prior to the crash, or impairment of the operator, excessive fatigue or distracted driving, such as cellphone use," Lancaster County Assistant District Attorney Todd Brown told Lancaster Online. "The investigation showed that this was nothing more than an accident with tragic consequences."

Morris was driving west on the Pennsylvania Turnpike in East Cocalico at about 12:40 p.m. on Saturday, April 14, when a traffic control construction sign that had been struck by Belkhir's truck heading east crashed through her windshield and hit her in the head. Morris' Volkswagen reportedly struck another car and a concrete barrier before coming to rest in a ditch on the westbound shoulder.

Morris was taken to Reading Hospital and listed in critical condition, but later died of her injuries on Monday, April 16.

Belkhir wasn't injured in the accident and was cited for careless driving resulting in death and driving on roadways laned for traffic. He'll pay a total of $661 in fines.
