Palmer Man Accused of Vehicular Homicide Charged With Possession

Stephan Moussa, the Palmer man accused of causing a fatal crash in June, has a string of offenses on record since he was a juvenile.

Stephan Moussa, the man charged with causing a fatal three-car accident on Route 22 June 25, according to court documents, is now charged with using drug paraphernalia.

In fact, Moussa, 20, has a string of offenses on record since he was a juvenile.

The latest, filed on Dec. 8, charges Moussa with the use and possession of drug paraphernalia. The Express-Times reports that on Nov. 30, while Moussa was at Northampton Community College, school security received a complaint of Moussa allegedly smoking marijuana in a designated smoking area.

When security had him empty his pockets and backpack, they found a plastic marijuana grinder. The grinder tested positive for marijuana when police examined it, records say.

The preliminary hearing on that charge is set for Jan. 10, 2012.

In the past, Moussa was twice fined in court for smoking tobacco on public school property when he was 15 and 16, according to the Pa. Unified Court System.

At 15, he was also caught driving without a license. At 16 he was ticketed for driving through a stop sign. At 17 he was cited for throwing garbage on the highway. At 18 he pleaded guilty to disorderly conduct.

At 19, he was accused of homicide by vehicle and reckless driving on Route 22 that resulted in a three-car accident and the death of Mark Dickey, 50, of Northampton.

According to reports, Moussa was driving at more than 100 miles an hour at the time. He also is charged with involuntary manslaughter.

Moussa was released on bail for this case, and is awaiting a trial set for February.
