Toodles was administered Nrcan after veterinary staff was told his owner would "share" drugs with the dog, the SPCA said.
After being given Narcan, Toodles became responsive.
"It is unimaginable what would have happened if Toodles hadn't been taken to a veterinarian," the SPCA said. "But, thanks to the quick work of the Good Samaritans, and the lifesaving work of Blue Pearl, Toodles is alive today."
The SPCA said Toodles has "miraculously made a full recovery."
"And, he is just about the sweetest pup around," the SPCA said. "Everyone loves him. But our hearts still break for all that he has been through."
Philadelphia Police take care of the person who was found alongside the dog, the SPCA said.
