Salisbury Drops Citations Against Precision Builders Solicitations, For Now
New Jersey roofing and siding company owner cited for violating township ordinance on uninvited solicitations.

Salisbury Township officials withdrew citations against the owner of Precision Builders of Marlton, N.J. after the roofing and siding companyβs attorney argued there was a distinction between a corporation and its owner.
The citations were withdrawn last week during a summary criminal hearing held in front of District Judge Anthony Rapp.
Sandy Nicolo, the code enforcement officer, issued five citations against Steven Sciubba, owner of Precision Builders, last December, for violating the townships ordinance on uninvited solicitations from businesses on a property.

βMy angle was the owner is responsible for the actions of the company. They were pursuing the line it was not the owner personally,β Nicolo said.
He said they will reissue citations. John Ashley, the township solicitor, said new citations would list βthe corporate name plus specific employees that did the soliciting.β

The township received complaints last November that Precision Builder had been soliciting residents for work, mainly in the western part of the township around Flexer Avenue and Green Acres Drive, and leaving business signs on front yards before work began.
βThere were a lot of signs popping up all over the place,β Nicolo said. βSo that made it real obvious to me to me they were really working the area hard. They were going after roofing jobs on a storm that happened about a year ago.β
He said residents were offered a discount if they let the company put a sign on their property.
βContractors are not allowed to put a sign on the property until the work begins and then they have to be removed 10 days after the job,β said Nicolo, who posted notes on residentsβ doors informing them of the sign ordinance. βMost took them down. It was never our intention to go after property owners,β he said.
