Summary: According to the criminal complaint, Coopersburg police were called to 421 S. Main St. to help assist a constable who observed “several packets of heroin and uncapped syringes throughout the living room in plain view as well as a toddler playing in the area.” Police asked Marsillett if she lived there. She responded that she, her baby and her boyfriend live in the residence.

Through the investigation, police determined that Marsillett and Cespuglio are the sole caretakers of the toddler.

The officer then asked Marsillett if there were any narcotics or contraband in the home, to which Marsillett allegedly responded, “It’s everywhere.” The officer found three rubber-banded stacks containing 27 packets in total. The packets had a white substance inside that Marsillett confirmed was heroin.

On further exploration of the home, officers stated they “observed hundreds of uncapped syringes laying through the entire residence, on the floor, on table tops, and end tables. Some contained blood, and some contained a clear liquid.”

Officers also smelled urine in the residence and found approximately 20-30 plastic containers of human urine throughout the residence.

Officers entered the sleeping area and found human feces smeared on the crib, and 20-30 dirty diapers piled around the room.

In the kitchen, officers found approximately 10 full garbage bags filled with garbage and moldy food with insects crawling and flying around. Moldy food was also found throughout the home.

Date of Arrest:  3/24/11

Location of incident: Giant Food Store Parking Lot, 216 E. Fairmount St., Coopersburg

Summary: According to the criminal complaint, Coopersburg police responded to the Giant Food Store for a disturbance call. When police arrived, they were pointed to the east end of the parking lot where a large group of people was standing. Police were told that a large fistfight had taken place.

The complaint goes on to say that Church, who is Bell’s mother, had been receiving several text messages from Cougle stating that Bell needed to pick up his belongings at Cougle’s home. Cougle and Bell have an infant together. Church then went to Giant (where Bell worked) to meet him for his work break. While in the parking lot with her son, Church stated, a white Ford Explorer driven by Sheppard pulled up and Cougle got out of the car. Cougle then allegedly started trying to hit Bell so Church “intervened and shoved Cougle off and away from her son Bell.” Shortly afterward, Church and Cougle started “shoving and punching,” according to the complaint.

Sheppard, who had driven off, returned to the scene with a minor who allegedly jumped out of the Explorer, grabbed Church by the hair and started punching at her. Bell pulled Cougle off his mother and allegedly shoved her against his truck.

Cougle stated that when she approached Bell and Church, Church allegedly started screaming and punching Cougle. The minor alleged she was trying to break up the fight when she was struck. All parties claim that the other “side” started it and they were acting in self-defense.

Police later received written notice that Cougle, the minor and Sheppard weren’t allowed on Giant property.

2.     Harassment with Physical Contact (Church charged with two counts)
