Council approved on second reading an ordinance authorizing a fee in lieu of tax agreement between Pickens County and Project Delta.
Under the fee in lieu of tax agreement, the company would pay a flat fee on its new capitol investment for 20 years instead of paying the 10.5 percent property tax rate for manufacturing.

The ordinance also grants special source revenue credit to the project.
βIt's an incentive in addition to property tax reduction the company can use to further its investment or whatever it needs to do,β Hurst said.
County Administrator Chap Hurst said he could not identify the company, nor say whether the project concerns an existing company expanding or a new company coming to Pickens County.
Hurst said the project would create jobs, but said he could not say how many as yet.
βI can't tell you anything about it,β Hurst said. βIn this case, we're sworn to secrecy until they make the announcement.
The ordinances regarding Project Delta require one more reading, but Hurst said he couldn't say when third reading would happen.
βWe're just doing this in anticipation that it will happen,β he said.
