The Greenville News reports a YMCA community center responsible for the care of a 3-year-old boy who nearly drowned at Otter Creek Park in July has been cited by the Department of Social Services for the supervision the child had received in the center's care. According to the story the YMCA's Judson Community Center did not have enough staff for the children on the field trip to the park.
