Walsh writes that according to a rider affidavit, the unnamed rider recalls a phone conversation with Hincapie stating he had been pulled aside by U.S. Customs on a trip back from Europe and that they had found performance enhancing drugs in his luggage. The affidavit also said that Hincapie told authorities it was a prescribed medication and they let him leave.
