According to initial reports, Hughes was outside his home when police arrived following a call from a neighbor who said Hughes had been outside yelling for at least an hour. Police said Hughes was armed with a handgun. Officers told him to drop the weapon and one used his taser in an effort to get Hughes to do so.

"The Taser, however, was ineffective, and the individual drew his weapon. At that point, one of the officers fired his weapon at the individual, striking and killing him," the TBI said in a news release.
