Ramos-Montes' victim testified in a November 2016 hearing saying she saw him watching her from a car in the parking lot and that he approached her on the bike trail in the park. She told the court he kept repeating "el Chino" - Spanish for "the Chinese" - and that initially she wasn't scared, until Ramos-Montes threw her down.

"He covered my mouth, threw me to the ground, knocked my tooth out, and he vaginally raped me and orally raped me," she said at the hearing.
