Humble PD promotes two to upper ranks

The Humble City Council and Police Chief Delbert Dawes recently promoted Ken Theis to assistant chief and Melinda Bradshaw to captain.
Dawes, who himself was promoted to chief about a year ago, took his time to learn more about the positions he wanted to fill.
