At the Nov. 9 directors meeting of the Lake Houston Redevelopment Authority and Tax Increment Zone No. 10 (TIRZ), Houston City Councilman Dave Martin provided an update about what he has learned about the causes behind the San Jacinto River flooding following Hurricane Harvey.
