In August of 2020, the Windsor Locks Board of Selectman, (J. Christopher Kervick, Paul Harrington, and Scott Storms) unanimously appointed Scott Nolan to serve as the new Windsor Locks Town Clerk.
With experience, Scott served as the Assistant Town Clerk and is no stranger to helping the residents of Windsor Locks. Since Scott’s time in the Clerk’s Office, he has been quick to implement new technology for upcoming elections streamlining the absentee ballot approval process making them more efficient and secure. During the November 2020 election, the Clerk’s office set a record high for absentee ballot requests issuing nearly 2,500 absentee ballots due to the ongoing COVID-19 pandemic.
Scott was instrumental in developing communication sent home for the 2020 Dog license season as this year presented the challenge for “no contact licensing”. Scott was able to develop reminder post-cards to inform dog owners of the new licensing procedure this season and issue more than 700 dog licenses in the month of March. With technology skills, Scott worked hard on developing the Town Clerk’s webpage ensuring that material is up to date providing residents with information on the upcoming elections, applying for marriage licenses, or obtaining copies of vital records.
A native of Windsor Locks, Scott has been serving his hometown since his days at Windsor Locks High School (WLHS) where he actively supported his peers as the President, Class of 2008. After graduating from WLHS, Scott attended Eastern Connecticut State University and earned a Bachelor of Art’s Degree in Political Science, with a minor in Sociology. During Scott’s time at Eastern, he served on the Connecticut State University Systems Board of Trustees where Scott often advocated for the rights of his fellow students from across the State. After graduating in 2012, Scott attended Central Connecticut State University and earned a Master of Science degree.
When asked about Scott’s plan for the Windsor Locks Town Clerk’s Office, Scott had this to say “It is distinct pleasure and an honor to serve as the Windsor Locks Town Clerk and I am truly humbled by the faith that has been placed in me to do the peoples’ work”.
