Dr. Mortenson is a noted national speaker and writer on various topics, including government reform, ethics, transparency, women’s suffrage, human trafficking, and the Grand Army of the Republic. He has served in leadership positions in government, including youth adviser to President Nixon, Racine City Council President, and Becker County Administrator. Mortenson is recognized as the most transparent and effective County Administrator in the history of Becker County and set the highest standards for ethics, customer service and accountability. Mortenson has been rated as the most effective County Administrator in Becker County by national organizations. A recognized leader in business, government, and the military, Mortenson leads by example. He has served in various military roles (Active, Guard, and Reserve) for 39 years, including as a Senior Staff Officer for numeous 4-Star Commanders, and is currently a Senior Strategy and Policy planner. His interest in the suffragist movement was inspired by his grandmother, a suffragist in Racine, Wisconsin. Mortenson is a Rotary member, and involved in the Sons of Norway, International Order of Odd Fellows, Red River Danes, Logan's Brigade and is a member of the Tampa Rough Riders. He served on the Turning Point National Suffragist Memorial Board and the MN State Coordinator for the National Collaborative for Women's History Sites. He has received numerous community awards for his community service and is considered a leader in government reform, redistricting, and ethics as well as civil, disabled, and women rights. He currently serves on the Project 617 Community Action Board and is Co-Chair for the Detroit Lakes/White Earth/Becker County Wreaths Across America Project, President of the Tampa International Business Council. Mortenson a former Eagle Scout is a member of Logan's Brigade and other historical organizations. Mortenson is known for providing historical walking tours including the Oaklawn Cemetry for the Tampa History Center. COL Mortenson is a life member of the National Infantry Association.
