The Wisconsin bill includes a bounty ‘reward’ and would outlaw most all abortions.
Lawmakers shut down the effort by voting that the amendment was not "germane" to the initial bill.
People that oppose one of the bills are in the medical community, one state representative said.
A sum of the money would go to removing lead pipes, according to the vice president and the Environmental Protection Agency.
"Once a right can be taken away from anybody it can be taken away from everybody, including you," said a local climate activist group.
Jay Rothman, the CEO of the Milwaukee law firm Foley and Lardner, will be the eighth University of Wisconsin System president.
As Republicans continue to push for tougher bail laws, opponents push back.
