Updated: Accused Zoning Violator Appears in Court

A Manassas Park developer accused of committing several zoning violations on property on Manassas Drive told prosecutors Thursday he has righted about 90 percent of the wrongs associated with the project.

 Frank Barros, along with his attorney Nikki Marshall, appeared in court Thursday in connection with the criminal charges he faces.

 Manassas Park city officials said Barros made improvements in the public right-of-way near Railroad and Digital Drives, that weren’t in accordance with the approved site plan or the public facilities manual, resulting in the charges.

Barros was given until Feb. 24 to repair the work he’d done, barring any events out of his control, Manassas Park City Attorney Dean Crowhurst said in an earlier report.

 Barros has done the majority of the work required, but still has about 10 percent left to complete, Crowhurst said Thursday after Barros’ court appearance.

 The court has given Barros until April 28 to complete the rest of the work.

Marshall said the work should be done before then, likely within three weeks.

 Earlier this year on Jan. 18, Manassas Park City Council members directed staff to schedule a public hearing to consider rescinding its vote to approve the proffer amendment for the proposed development known as Manassas Park Station II, another one of Barros’ business ventures, after Barros didn’t respond when city officials called him about his mistakes.

 Barros eventually made contact with the city and the agreement was reached.
