Police Log: Customer Allegedly Exposes Genitalia, Worker Dies After Attempting To Move Oven
The following arrest information was supplied by the Vienna Police Department. It does not indicate a conviction.

An employee of Jammin' Java reported around 9:30 a.m. Sept. 16 that a man was walking around inside the store with exposed genitalia.
Police found after interviewing the man that he may have been adjusting his pants, and may not have actually had his genitalia exposed. The man was banned from the business and left without any further issues.

A middle-aged man collapsed around 12:47 a.m. Sept. 22 after attempting to move a large oven, employees of Whole Foods reported. The man was in cardiac arrest upon the arrival of Vienna Police. Attempts to revive him by Fairfax County EMS were unsuccessful.

INCIDENTS
- A woman living on Ninvoan Road SE reported around 4:30 p.m. Sept. 16 she had an argument with her husband that became physical. Police discussed the incident with the wife, husband and several witnesses and advised the couple of the warrant obtainment process.
- A mother reported around 7:28 p.m. Sept. 16 she was attempting to pick her son up from a relative's house on West Street but the relative would not give the boy to the mother. The relative said she was worried about the boy's safety, but the mother had a court order allowing her to take him. She eventually took her son from the home without any further issues.
- A citizen on Kingsley Road SE reported around 8:28 p.m. Sept. 16 that an adult family member was threatening to harm some family acquaintances in another part of Virginia. Police investigated and resolved the situation.
- A citizen waiting for a parking space in the 300 block of Maple Ave E reported he was waiting for a specific parking spot at 2:57 p.m. Sept. 17 when a woman pulled into it before him. The man yelled at the woman and threatened to call police. Police responded and explained to the citizens that no criminal violation took place.
- At 8 p.m. Sept. 17, a woman reported her daughter’s iPod had been stolen from the Vienna Community Center. The iPod was sitting on a table while the girl played at the center.
- A woman reported at 8 p.m. Sept. 17 she thought she lost her wallet, which contained credit cards and cash, while shopping at Fresh Market.
- The owner of a business in the 300 block of Maple Ave W reported receiving a threatening phone call on her answering machine around 8:13 p.m. Sept. 17. Police are investigating.
- A citizen on Old Courthouse Road reported around 1:11 p.m. Sept. 18 that her neighbor consistently allows her dogs to run at large. Police located the dogs running at large and attempted to catch them, but failed. Vienna's Animal Control Officer, who is aware of the owners' identity, will follow up on the case
- A citizen on Kingsley Road SE reported around 5:29 p.m. Sept. 18 that an adult family member was acting irrationally, upset at a person who allegedly sold drugs to his younger sibling. Police responded and reached a resolution with all those involved.
- An employee at a business on Pine Street SE reported at 3 p.m. Sept. 19 that she saw a man looking through a coworker's purse. When she confronted him, he fled. The man is believed to have stolen a credit card, cash and a checkbook. Police are investigating the case.
- A man reported his daughter was driving home from school around 3 p.m. Sept. 20 on Windover Avenue and stopped behind a vehicle in the roadway. After waiting, the girl honked the horn to ask the other driver to move along. She then attempted to pass on the left side. The other driver responded with an obscene gesture and then began to drive away after swerving towards the girl’s vehicle. The complainant knows the driver of the other vehicle, he said. Police advised him of warrant obtainment options.
- A woman on East Street NE reported around 10:14 a.m. Sept. 21 that a protective order against her former husband had expired and she recently observed him videotaping her. Police investigated but found no criminal violation had occurred.
- Police responded around 12:33 Sept. 21 to the 200 block of Maple Avenue SE for a report of a worker who may have fallen from a scaffold. Upon arrival, Police found a worker suffering from a seizure and being treated by Fairfax County EMS before being transported to an area hospital. There was no evidence to suggest that the worker fell from a scaffold. The worker is expected to recover.
- An elderly woman living on Delano Drive was found in medical distress by a neighbor around 7 p.m. Sept. 21. Fairfax County EMS responded for treatment, but the woman died shortly afterward.
ARRESTS
During a traffic stop at 2:40 a.m. Sept. 18 at the intersection of Nutley Street and Kingsley Road SW, Police suspected the driver might be impaired. After attempting to complete several field sobriety tests the driver, John Kent, 23, of Winchester, was arrested for driving while intoxicated. While searching, police found suspected marijuana in the vehicle as well. Kent was taken to the Vienna Police Headquarters for breath analysis, but was unable to provide a sufficient sample. He was taken to the Fairfax County Adult
Detention Center, where Kent gave a blood test and was formally charged with driving while intoxicated and possession of marijuana.
Police served a warrant Sept. 19 to a town employee that allegedly assaulted a coworker while working at Northside Property Yard. The incident first occurred on Sept. 7, when an employee was working at the yard and another employee approached him and assaulted him. The victim filed a complaint with the town and an investigation began. During that investigation, Police secured a warrant for the man. Police served an arrest warrant charging Allan Garlock, 56, of Manassas, with assault, a misdemeanor.
While talking with a resident at 2:38 p.m. Sept. 20 on Windover Avenue NW, Police asked the man for identification. The man gave Police a valid Virginia identification card, but also presented a fake U.S. Permanent Resident card. That card was confiscated and Police issued Manuel Godoy Vivas, 56, of Vienna a summons for the violation. He was released after signing it.
Vienna Police noticed a man wanted based on an outstanding warrant around 12:51 p.m. Sept. 17 at the intersection of Glyndon and Locust Streets. After talking to the man, Police arrested Robert Scott Barr, 26, of Vienna based on a Fairfax County warrant charging him with distribution of narcotics. He was taken to the Fairfax County Adult Detention Center, where he was held on a $1,500.00 bond.
