Prescription Fraud, Juveniles with Marijuana, Hijacked Email Account: Police
A look at this week's incidents as reported by the Town of Vienna Police in their weekly report.

VIENNA, VA -- The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from April 22, 2016 – April 28, 2016. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

Some reports may be outside the date parameters due to extended investigations or other circumstances. Some cases are not included at all due to ongoing investigations. INCIDENTS
Juvenile Case 16-3081 and 16-003084 100 Block East Street, SE April 15 10:23 p.m. PFC Tracy and Ofc. Herrera observed two female juveniles behind the dumpster of a commercial office building. As they approached the juveniles they detected an odor of marijuana. Upon further interaction with the two juveniles the officers found they were in possession of marijuana and alcohol. One of the juveniles was also in possession of cigarettes. The officers transported the juveniles back to the Vienna Police Station where their parents responded to retrieve them. Both juveniles were issued summons for Possession of Marijuana and Underage Possession of Alcohol. One was also issued a summons for Underage Possession of Tobacco. They were both verbally counselled for trespassing. The juveniles were then released to the custody of their parents.
Prescription Fraud 16-003322 Walgreens 225 Maple Avenue, East April 16 3:00 p.m. An employee reported an individual who attempted to fill a fraudulent prescription. This case is being investigated.
Suspicious Event 16-003425 500 Block Stephen Circle, SW Between April 21 at 8:00 p.m. and April 25 at 10:15 a.m. A resident reported that his juvenile son’s email account was being fraudulently used to send vulgar email to his classmate. This case is being investigated.
Police Service 16-003408 Vienna Police Station 215 Center Street, South Between April 22 at 1:00 p.m. and April 24 at 6:00 p.m. A resident came to the Vienna Police Station to report fraudulent activity on his credit card account that occurred in Montgomery County, Maryland.
Found Property 16-003325 Follin Lane and Electric Avenue, SE April 22 3:38 p.m. An employee from the Department of Public Works found a Maryland license plate on the road and brought it to the Vienna Police Station. The license plate will be returned to the Maryland Division of Motor Vehicles.
Domestic Dispute 16-003327 900 Block Maple Avenue, East April 22 4:50 p.m. Officers responded to a domestic dispute on the roadway. A citizen advised he and his ex-girlfriend had gotten into an argument earlier in the day. The citizen drove away from his ex-girlfriend to avoid the argument, but she followed him. Once on Maple Avenue she stopped her vehicle on the roadway in front of him, then approached his vehicle and continued to argue, climbing on the hood of his vehicle and banging on the windshield. The citizen did not wish to pursue charges against his ex-girlfriend. MPO Shaw issued a traffic summons to the woman for Improperly Stopping a Vehicle on a Roadway.
Suspicious Event 16-003365 100 Patrick Street, SE Between April 22 at 6:30 p.m. and April 23 at 4:30 p.m. A resident reported damage to his vehicle which was legally parked on the roadway. The officer observed that the damage appeared to have been accidental, not vandalism.
Narcotics Violation 16-003344 400 Block Maple Avenue, West April 23 12:54 a.m. Ofc. Sterling observed a vehicle being operated with defective equipment and conducted a traffic stop. Upon his interaction with the juvenile driver he found the driver was in possession of a very minimal amount of marijuana. Ofc. Sterling transported the juvenile to his home where he was verbally counselled and released to the custody of his parent.
Suspicious Event 16-003329 1300 Block Ware Street, SW April 22 6:58 p.m. A resident reported an on-going problem with several occupants of a vehicle parking near the entrance of Southside Park, littering and urinating in public. She also believes the group may be trespassing in the park after dark.
Domestic Dispute 16-003359 Kelley Street, SW April 23 11:36 a.m. Officers responded to the report of a verbal dispute between husband and wife. The couple agreed stay away from each other for the day to calm down.
Juvenile Case 16-003360 300 Block Glyndon Street, NE April 23 2:04 p.m. A resident advised his juvenile daughter became upset, exited their vehicle and ran away. While PFC Tremont was speaking to the parents, the juvenile contacted one of her friends to meet her. After determining their daughter was safe they decided to give her some space and did not wish to pursue a runaway juvenile report.
Found Property 16-003364 Vienna Town Green 144 Maple Avenue, East April 23 4:45 p.m. A citizen found a purse at the Vienna Town Green. The purse will be held at the Vienna Police Station until the owner can retrieve it.
Animal Case 16-003372 200 Block Center Street, North April 23 8:02 p.m. Officers located a dog running at large and returned her to her home.
Police Service 16-003374 200 Block Cedar Lane, SE April 23 9:51 p.m. MPO Vazquez assisted in resolving a dispute over an iPad.
Trespassing 16-003378 900 Block Potterton Circle, SW April 23 11:20 p.m. A resident requested assistance in trespassing his ex-girlfriend from his property.
Destruction of Property 16-3464 900 Block Potterton Circle, SW Between April 23 at 11:20 p.m. and April 24 at 12:30 p.m. A resident observed damage to the rear door of his residence and damage to the door of his vehicle.
Suspicious Event 16-003380 400 Block Windover Avenue, NW April 24 1:03 a.m. A resident reported four young males pounding on the door of the home. Officers were unable to locate the males.
Suspicious Event 16-003409 200 Block Cedar Lane, SE April 24 8:43 p.m. Two citizens reported being approached by a man who was acting suspicious and insulting them. The man left the area before police arrived.
Narcotics Violation 16-003411 Maple Avenue and Nutley Street, NW April 25 1:17 a.m. Sgt. Sheeran observed a vehicle travelling at a high rate of speed and initiated a traffic stop. Upon his interaction with the driver he detected the odor of marijuana. A very minimal amount of marijuana was located. The driver was released on his signature for two summonses for traffic violations.
Arrest – Obstruction of Justice 16-003415 Center Street at Battle Street, SW April 25 7:14 a.m. Officers responded to the area after receiving several complaints of a suspicious man looking at houses, looking into vehicles and littering. Ofc. Slebonick and PFC Kiley located the man who gave the officers several conflicting statements and refused to identify himself. Ofc. Slebonick arrested the 28 year old man from Kingston Road in Woodbridge, Virginia. He was transported to the Fairfax County Adult Detention Center where he was charged with Obstruction of Justice.
Animal Case 16-003417 300 Block Knoll Street, NW April 25 8:06 a.m. Sgt. Reeves responded to the report of a sick raccoon. Upon arrival he determined the raccoon could not be saved.
Juvenile Case 16-003418 Cedar Lane School 101 Cedar Lane, SW April 25 8:14 a.m. An employee from the school was requesting assistance with a juvenile who had left the school and went to the Cedar Lane Shopping Center. PFC Kiley transported the juvenile from the shopping center back to the school and released him to the custody of the school staff.
Juvenile Case 16-003420 Wolftrap Hotel 430 Maple Avenue, West April 25 8:27 a.m. A citizen advised her juvenile daughter was in one of the hotel rooms with an adult male. PFC Kiley located the daughter and released her to the custody of her mother.
Police Service 16-003421 Cedar Lane School 101 Cedar Lane, SW April 25 8:35 a.m. MPO Shaver responded to assist the school staff with a juvenile they suspected may be in possession of marijuana. No marijuana was located.
Found Property 16-003429 200 Block Cedar Lane, SE April 25 11:36 a.m. An employee found a clear bag containing a green leafy substance consistent with marijuana near one of the buildings. Ofc. Post brought the property to the Vienna Police Station for destruction.
Found Property 16-003439 1000 Block Park Street, SE April 25 8:50 p.m. A resident found a motorcycle jacket and pants at her residence. The property will be held at the Vienna Police Station to see if an owner can be identified.
Police Service 16-003453 500 Block MacArthur Avenue, NE April 26 10:13 a.m. A resident reported that her daughter’s information may have been fraudulently used to open a utility account in Prince William County.
Fraud 16-003468 300 Block Ayito Road, SE April 26 5:28 p.m. A resident advised his personal information was compromised in a data breach. He is now receiving correspondence from a collection agency for an outstanding debt. He believes his personal identity was used to open a fraudulent account. This case is being investigated.
Arrest – Felony Driving While Intoxicated / Habitual Offender 16-003473 1000 Block Cottage Street, SW April 26 10:38 p.m. Ofc. Bulti observed a vehicle being operated with improper equipment and initiated a traffic stop. Upon his interaction with the driver he determined he may have been impaired. After failing a series of sobriety tests he arrested the 53 year old man from Fount Beattie Court in Centreville, Virginia for Driving While Intoxicated. He was transported to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for analysis. During this time the man advised the officer he had initially provided false identification. Upon receiving the man’s real identification it was found that his driver’s license was suspended and that he was a Habitual Offender with several previous charges for Driving While Intoxicated. Ofc. Bulti transported the man to the Fairfax County Adult Detention Center where he was charged with Felony Driving While Intoxicated, Driving While Suspended / Habitual Offender and Providing False Identification to Law Enforcement. He was held without bond.
Animal Complaint 16-003490 500 Block Malcolm Road, NW April 27 8:04 p.m. A resident found a dog running at large. The dog was transported to the Fairfax County Animal Shelter.
Police Service 16-003491 100 Block Melody Lane, SW Between April 27 at 11:23 p.m. and April 28 at 2:00 a.m. Our officers assisted Fairfax County Police officers with the service of a warrant.
Assist EMS 16-003499 100 Block Patrick Street, SE April 28 6:48 a.m. Officers responded to assist rescue with a resident, an adult male, who was suffering a medical emergency. The male was transported by rescue personnel to an area hospital for further treatment.
Domestic Dispute 16-003501 Cedar Lane, SE April 28 8:56 a.m. Officers responded to a verbal dispute between a resident and her adult son. Both parties agreed that police presence was not necessary and the son was leaving to go to work.
Lost Property 16-003504 Vienna Police Station 215 Center Street, South April 28 12:55 p.m. A citizen came to the Vienna Police Station to report that she had lost her purse which contained her identification, credit cards and US currency.
