Sumner City Council: Swanson Sworn In, Council Approves More Zone Parking

was sworn in to the Sumner City Council on Monday, April 18. Swanson comes to the council with four years of experience as chair of the Planning Commission, in addition to other city leadership roles in the city through the Sumner Rotary and Downtown Association.

"I hope I can serve the citizens of Sumner well," said Swanson in his final comment.

Swanson’s first motion as councilmember was to help unanimously approve Ordinance 2360, which will amend a section of the municipal code and expand restricted parking zones (RPZs) in the vicinity of the Sumner Sounder Station. Community Development director Paul Rogerson said the ordinance is in response to residents complaining of Sounder users parking in front of their homes. 

The new Zone 3 parking will be on Cherry Ave. between Thompson St. and Willow St. from 10 a.m. to 7 p.m. on weekdays. There will also be new RPZ 3 parking spots along the area between the Sumner Station and McKinnon Avenue, and Harrison Street adjacent to the train station. Visitors are allowed to park in Zone 3 spots for up to three hours at a time.

“These RPZs were determined by areas dominated by Sumner residents’ front doors,” said Rogerson. “We do not recommend RPZs for sideyards.”

In a RPZ, the ordinance states that cars must display an authorized card or decal to avoid parking fees. Vehicles without zone decals can park for a limited amount of time of one to three hours, depending on the area. If parked longer than the allotted time, unauthorized vehicles could be ticketed or towed.

Zone 1

Parking is allowed for a maximum of one (l) hour without a permit in the following locations and between the specified times:

• Bonney Avenue, between Main and Academy Streets, and between Washington and 16th Streets, between the hours of 7:00 a.m. and 3:30 p.m. weekdays.
• Lewis Avenue, between Main and Academy Streets, between the hours of 7:00 a.m. and 3:30 p.m. weekdays.
• Meeker Avenue, between Main and Academy Streets, between the hours of 7:00 a.m. and 3:30 p.m. weekdays.
• Maple Street, between Bonney and Mead Avenues, between the hours of 7:00 a.m. and 3:30 p.m. weekdays.
• South side of Main Street, from Lewis Avenue extending east approximately 200 feet, where abutting a residential zoning district, between the hours of7:00 a.m. and 3:30 p.m. weekdays.
• Academy Street, between Lewis Avenue and Meeker Avenue, between the hours of 7:00 a.m. and 3:30 p.m. weekdays.
• Mason Street, between Wood Avenue and the eastern terminus of Mason Street, except where Sumner High School property is adjacent to Mason Street, between the hours of 7:00 a.m.and 3:30 p.m. weekdays.
• Langdon Street, between Wright and Bonney Avenues, between the hours of 7:00 a.m. and 3:30 p.m. weekdays.
• Everett Street, from McMillan to Bonney Avenues, between the hours of 7:00 a.m. and 3:30 p.m. weekdays.
• Lewis Avenue, from Voight Street to Academy Street, between the hours of 7:00 a.m. and 3:30 p.m. weekdays.

Zone 2

Parking is allowed for a maximum of one half hour without a permit in the following locations between the specified times:

• East side of Graham Avenue, between Washington Street and Daffodil Street Court East, between the hours of 4:00 p.m. and 10:00 p.m. weekdays, and between the hours of 9:00 a.m. and 5:00 p.m. weekends.
• Daffodil Street Court East, between 156th Avenue Court East and Graham Avenue, between the hours of 4:00 p.m. and 10:00 p.m. weekdays, and between the hours of 9:00 a.m. and 5:00 p.m. weekends.
• 54th Street East, between 156th Avenue Court East and Graham Avenue, between the hours of 4:00 p.m. and 10:00 p.m. weekdays, and between the hours of 9:00 a.m. and 5:00 p.m. weekends.

Zone 3

Parking is allowed for a maximum of three (3) hours without a permit in the following locations between the specified times:

• Cherry Avenue, between Park Street and Maple Street, between the hours of 7:00 a.m. and 7:00 p.m., weekdays.
• South side of Maple Street, between Cherry Avenue and Kincaid Avenue, except where posted for handicapped-accessible parking, between the hours of 7:00 a.m. and 7:00 p.m., seven days per week.
• North side of Academy Street from Cherry Avenue to Kincaid Avenue, between the hours of 7:00 a.m. and 7:00 p.m., seven days per week.
• West side of Kincaid Avenue from Academy Street to Maple Street, between the hours of 7:00 a.m. and 7:00 p.m., seven days per week.
• North side of Harrison Street from Cherry Avenue to Narrow Street, between the hours of 7:00 a.m. and 7:00 p.m., seven days per week.
• West side of Cherry Street between Park and Thompson Street between the hours of 7:00 a.m. and 7:00 p.m., weekdays
• Kincaid Avenue between Academy Street and Park Street between the hours of 7:00 a.m. and 7:00 p.m., weekdays.
• Alder Avenue between Academy Street and Park Street between the hours of 7:00 a.m. and 7:00 p.m., weekdays.
• East side of Ryan Avenue between Maple Street and Park Street, between the hours of 7:00 a.m. and 7:00 p.m., weekdays.
• West Side of Sumner Avenue between Maple Street and Park Street, between the hours of 7:00 a.m. and 7:00 p.m., weekdays.
• South side of Academy Street between Kincaid Avenue and Alder Avenue between the hours of 7:00 a.m. and 7:00 p.m., weekdays. South side of Academy Street between Alder Avenue and alley to east of Alder Avenue between the hours of7:00 a.m. and 7:00 p.m., weekdays.
