Officers Involved In Deadly Puyallup Shooting Identified
Three law enforcement officers have been placed on leave pending an investigation into the Nov. 2 shooting that killed Quincy Ivan Bishop.

PUYALLUP, WA — The Pierce County Force Investigation team has released an update on their inquiry into a police shooting that killed a 30-year-old man on November 2, naming the three law enforcement officers who opened fire on the suspect.
Police have identified the three as:
- Officer Arthur Fetter, 29, a Buckley Police officer who has been with the department for six years.
- Deputy Travis Calderwood, 28, a Pierce County deputy who has been with the Sheriff's Department for 1 year, 10 months.
- Officer Barclay Tuell, 30, a Puyallup Police officer who has been with the department for 2 years, 4 months.
The night of the shooting, all three were part of a team that had been called to investigate a felony domestic violence assault and felony harassment case. A suspect, later identified by police as 30-year-old Quincy Ivan Bishop, was wanted for an incident earlier in the day in Carbonado, and law enforcement had tracked him to a home in the 1700 block of Kilt Court in Puyallup.

At around 9:10 p.m. while officers searched the area, they say they ran into Bishop in the road. What exactly happened next remains unclear — investigators have not said if Bishop had a gun or if he had behaved aggressively towards officers or not — but police say Fetter, Calderwood, and Tuell all fired shots. Bishop was hit and officers called for medical attention, but he was pronounced dead shortly afterwards.
The Pierce County Force Investigation team, or PC-FIT, has been called to handle follow-up investigation. PC-FIT is a county-wide agency that investigates deadly use of force from law enforcement officers. In a bid for transparency, Puyallup Police say the PC-FIT investigation team will not use officers from agencies involved in the shooting.

Fetter, Calderwood, and Tuell have been placed on administrative leave, as is standard procedure following deadly use of force in Washington state.
