Racine Man Faces 24 Charges Following Standoff, Assaults: Police
Police say a 28-year-old Racine man assaulted two women, fired his gun and engaged in a standoff several hours long.

RACINE, WI — A 28-year-old Racine man faces 24 charges after police say he assaulted two women, later threatened they and their father with a gun, and eventually engaged police officers in a several-hour standoff outside his home.
According to a criminal complaint, Robert McCarter has been charged with the following:
- 3 counts of second degree recklessly endangering safety
- 3 counts of pointing a firearm at another
- First degree sexual assault
- Battery
- Possession of a firearm by a felon
- Failure to comply with officer's attempt to take person into custody
- Disorderly conduct
- First degree sexual assault of a child
- 12 counts of felony bail jumping
According to a criminal complaint filed in Racine County, two women were walking to the local BP Gas Station on State Street Wednesday when they were confronted by McCarter.

McCarter spoke aggressively toward the two women, who then fled McCarter and sought refuge inside the gas station.
Police said McCarter went into the gas station following the women. According to police, gas station clerks saw how McCarter was treating the two women, and ordered McCarter out of the store. Police said McCarter initially refused to exit the store, but eventually left.

According to the criminal complaint, the two women started walking back home when McCarter started to follow them.
Police said McCarter confronted the women again, this time showing the outline of his handgun he had hidden in his pants. Police said McCarter slapped both women and grabbed one of the women during this second confrontation.
According to the criminal complaint, the women ran from McCarter, and got their father. Police said the women and their father tracked down McCarter standing on the corner of Lawn Street and State Street and walked up to him to confront him about the earlier incidents.
Authorities said McCarter retreated back to his house on the 1900 block of Lawn Street, and fired one shot inside his house as he retreated. Police said McCarter came out of his house and pointed his gun at the two women and their father, threatening to shoot the father. The women and their father ran from McCarter, and called 911, police said.
According to the criminal complaint, police arrived and set up a perimeter around McCarter's house. Police said McCarter initially refused to exit his house, and turned out the lights.
Police said McCarter finally came out of the house after a standoff that lasted several hours. According to the criminal complaint, McCarter had been hiding from police with his 7-year-old daughter elsewhere in the house.
After his arrest police said officers searched McCarter's house and found a black semi-automatic handgun.
McCarter is currently being held in the Racine County Jail on a $50,000 cash bond. His preliminary hearing will be held Wednesday in Racine County Circuit Court.
