Sex Offender Notification Meeting Thursday

William Norris has a history of assaulting both boys and girls. He is being released from prison the week of Aug. 12.

Racine-area residents are invited to a sex offender notification meeting Thursday.

The meeting begins at 6:30 p.m. at the COP House at 1750 Mead Street. Members of the Mount Pleasant Police Department, the Wisconsin Department of Corrections, Racine County District Attorney’s Office, and Racine County Victim Witness Assistance Program will present information.

Please note: this is adult subject matter so children should not attend.

William C. Norris, 64, will be released the week of Aug. 12. He will live in a home in the 2100 block of Racine Street, Mount Pleasant police Sgt. Eric Relich said.

"Norris will temporarily be residing in a transitional residence located in the 2100 block of Racine St. in the Village of Mount Pleasant for approximately 60 days," he wrote in a written release. "This timeframe is dependent upon securing another suitable residence."

Norris was convicted in 1991 of 1st and 2nd degree sexual assault of a child for abusing both boys and girls. He was released from prison in 1999 but was incarcerated again that same year on a disorderly conduct charge linked to a felony charge that was later dismissed.

After his mandatory release in 2001, Norris was out of prison until 2006 when he was convicted of possession of child pornography and bail jumping. The statement from MPPD makes it clear that Norris' victims have been notified.

Some of the restrictions Norris faces after he release from prison include:

  • No contact with minors, 
  • No alcohol, cannot be in taverns, liquor stores, etc.  
  • Required to wear a Global Positioning System (GPS) bracelet. 
  • Lifetime registrant of the Wisconsin Sex Offender Registry Program.
