BANNING, CA — The Banning Unified School District is inviting community members to apply for its Independent Citizens’ Bond Oversight Committee (ICBOC). This volunteer committee plays an essential role in monitoring the use of school bond funds approved by Banning voters.

Voters in the Banning community approved Measure M on November 8, 2016, authorizing up to $25.5 million in bonds, and Measure O on November 5, 2024, authorizing up to $74 million in bonds for school improvements. These funds, which are issued in phases over time, support critical projects such as repairing and modernizing classrooms, upgrading security and emergency communication systems, and improving technology and infrastructure.

The ICBOC ensures bond proceeds are used only for projects approved by voters. Members review expenditures and work closely with the District’s Assistant Superintendent of Business
Services that prepares an annual report for the Board of Trustees and the public. This process helps maintain transparency and accountability in how taxpayer-approved funds are invested in
schools.

Banning USD currently has seven open positions to represent the following categories:
  • Parent/guardian of a Banning USD student (1 member)
  • Parent/guardian active in a parent-teacher organization (1 member)
  • Active in a business organization representing the local business community (1 member)
  • Active in a senior citizens’ organization (1 member)
  • Active in a bona fide taxpayers’ association (1 member)
  • Members of the community at large (2 members)

Who Can Apply:

Applicants must be at least 18 years old, live within Banning USD boundaries, and may not be a District employee, official, vendor, or consultant. Members serve a two-year term and may serve up to three consecutive terms.

Selected members will be appointed at the Banning USD Board of Trustees meeting on October
9, 2025.
