I entered east 10fwy on 22nd, I noticed about 7 cars pull over, drivers were looking under & around their cars. Then I hit a big tire thread. I got off on 8th & went back on 22nd st every car was gone. When i got home I called the High way patrol they me to go in next day to make my incident report. So I went in and was told that if I make the reoprt that would be my fault, which I don't understand why my fault. I'm ask if any of the other drivers made a incident report.
