Two Beverly Hills Police Lieutenants Promoted to Captain

Lts. Lincoln Hoshino and Mark Miner will take on their new assignments on April 24.

BEVERLY HILLS, CA – Two police lieutenants, each with decades of experience in the Beverly Hills Police Department, have been promoted to captain, the city announced.

Lts. Lincoln Hoshino and Mark Miner will take on their new assignments on April 24.

"I am very pleased to be able to promote two such capable and experienced officers from within our ranks,” Chief Sandra Spagnoli said. “With the leadership provided by these dedicated men, the department is well positioned for the future."

Hoshino, a 32-year veteran with the department, was promoted to the position of captain in charge of the Administrative Services Division. He started in Beverly Hills as a police cadet in 1985 and, over the next three decades, took on numerous roles as he advanced through the ranks.

Hoshino was the department's first bicycle patrol officer, SWAT operator, defensive tactics instructor, driving instructor, firearms instructor and patrol supervisor. He has worked in the Professional Standards Unit and Criminal Intelligence Unit working closely with the US Department of Justice Joint Terrorism Task Force; FBI and other federal intelligence agencies.

Most recently Hoshino served as the Investigative Services Division Commander, and the Chief's executive officer acting as the department’s spokesperson, media relations officer, and litigation coordinator. Hoshino is also the secretary of the Beverly Hills Police Foundation and sits on the Anti-Defamation League's Law Enforcement Advisory Council. He holds a bachelor's degree in public administration from the University of Southern California and is a graduate of the prestigious FBI National Academy.

Miner, a 21-year Beverly Hills veteran, was promoted to the position of captain in charge of the Operations Division. He started in 1996 as a patrol officer and was promoted through the ranks to detective, sergeant and lieutenant. He was instrumental in developing Beverly Hill’s high-tech crime-fighting capabilities.

Miner also served in the department’s Detective Bureau working auto theft, crimes against persons and high-tech crimes. He spent time on the SWAT Team and has also helped coordinate interagency cases with Homeland Security, the U.S. Secret Service and many other local jurisdictions.

Most recently, he served as acting captain in the Field Services Division. He is a colonel in the U.S. Marine Corps Reserve where he currently serves as the Deputy Chief of Staff for Marine Forces Europe and Africa. A
graduate of USC, Miner holds a master of science in public administration from Cal State L.A. and a master of strategic studies from the U.S. Army War College.

A public swearing-in ceremony for Hoshino and Miner and other officers will be held at 3 p.m. Monday, April 24 at at the Wallis Annenberg Center for the Performing Arts.
