Question of the Week: Caltrain's Fiscal Emergency

This week, the Peninsula Corridor Joint Powers Board for Caltrain in a March 3 meeting. While this decision came after more than two hours of public comment, many residents reported that they felt their comments went unheard by the board. They said it seemed as though the board had made its decision previous to public input.

What do you think about the board’s decision? Should the members have considered public comment more carefully? Or did the board have no other clear choice but to declare a fiscal emergency?
