Feds Charge Concord Man With Receipt Of Child Pornography

CONCORD, CA — A Concord man was charged Monday in federal court in Oakland with receipt of child pornography after it is alleged he provided a minor with fentanyl at a school in Contra Costa County, U.S. Attorney Stephanie Hinds and Homeland Security Investigations Special Agent in Charge Tatum King announced.

According to court documents, the minor victim student suffered from a suspected fentanyl overdose in January 2023. A school nurse administered multiple doses of Narcan to the minor victim in an attempt to save her life. When law enforcement officers arrived, the minor victim was conscious and was taken to a local hospital for treatment.

The investigation led law enforcement officers to conclude that Javier Antonio Ramirez, 28, of Concord, provided the fentanyl to the minor victim which included taking her to San Francisco to obtain the drug, according to court documents.

It is alleged that when law enforcement reviewed Ramirez’s cell phone, the search revealed multiple videos and images taken of him having sexual intercourse or engaging in sexually explicit conduct with a minor.

It is further alleged that law enforcement found other files containing child pornography on Ramirez's cell phone, including a file Ramirez received on Jan. 3, 2023, with an approximately nine-minute video depicting a child 6-8 years old being sexually exploited by an unidentified male.

Ramirez remained in federal custody this week pending a detention hearing set for Thursday morning in Oakland.

The prosecution is the result of an investigation by Homeland Security Investigations and the Contra Costa Sherriff’s Office.
