Parole Reversed for West Sac Man Convicted of Killing Amputee 1981

Parole will not be granted to West Sacramento convicted murderer Roger Moore, according to the Yolo County District Attorney's Office. 

Yolo County DA Jeff Reisig made the announcement Thursday, saying that Governor Edmund G. Brown, Jr. reversed the decision to grant Moore parole. Here are the details from the DA's office: 

On March 6, 1981 Roger Moore and Charles Williams robbed and beat to death Paul Ward, who was a 68-year-old amputee confined to a wheelchair. His half naked body was later found in a West Sacramento parking lot. 

A Yolo County Superior Court judge sentenced Moore to life in prison for murder and robbery after a jury trial. In April of 2012, the Board of Parole Hearings found Moore suitable for parole, and scheduled a tentative release date from state prison. 

The Yolo County District Attorney’s Office challenged the Board’s decision to release, noting Moore’s lack of insight into why he committed the crime, his mental illness, and lack of quality parole plans. This case has been under review by Governor Brown since the Parole Board’s decision. 

The Governor issued his decision on September 14, 2012. In reversing the Parole Board, the Governor stated “When considered as a whole, I find the evidence I have discussed shows why he currently poses a danger to society if released from prison. Therefore, I reverse the decision to parole Mr. Moore.” 

Yolo County District Attorney Jeff Reisig praised Governor Brown’s decision. “We are pleased that Governor Brown agrees that Moore’s release at this time would be irresponsible,” said Reisig. “We just can’t release vicious killers like this into our society under these circumstances.”
