Fremont Considers Moratorium On Home Expansions

FREMONT, CA — The Fremont City Council will consider an amendment to the City’s Zoning Ordinance to restrict the size of two-story homes and second-story additions to assist in maintaining the character of single-family neighborhoods and ensure new, expanded, or reconstructed homes remain compatible with surrounding homes.

The City Council previously considered a package of amendments to the Zoning Ordinance and Citywide Design Guidelines at public hearings in September and October 2017. While a majority of the proposed revisions were adopted, revisions to the R-1 (Single-Family Residential) zoning district relating to lot coverage and allowable size of second stories were deferred.

At the Council meeting on Sept. 11, 2018, the City Council will consider options for lot coverage and size of second stories. The Council may introduce an ordinance proposing new development standards or, alternatively, consider the adoption of an urgency ordinance—pursuant to Government Code Section 65858—placing a moratorium on construction of two-story homes and second-story additions while the Council continues to study options for ensuring neighborhood compatibility.
