7:00 p.m. – 9:00 p.m.

The public is requested to fill out a "Speaker Card" to address the Board on any agenda item prior to the Board taking action. Public comment is limited to 2 minutes per speaker but the Board has the discretion to modify the amount of time for any speaker.

When the Board considers the agenda item entitled “Public Comments,” the public has the right to comment on any matter that is within the Board’s jurisdiction The public may also comment on a specific item listed on this agenda when the Board considers that item. In addition, the members of the public may request and receive copies without undue delay of any documents that are distributed to the Board, unless there is a specific exemption under the Public Records Act that prevents the disclosure of the record. (Govt. Code § 54957.5)

The Highland Park Neighborhood Council holds its regular meetings on the first and third Thursday of every month and may also call any additional required special meetings in accordance with its Bylaws and the Brown Act. The agenda for the regular and special meetings is posted for public review at: (1) Café de Leche located at 5000 York Boulevard, (2) Ramona Hall Community Center located at 4580 North Figueroa Street, (3) Police Historical Museum located at 6045 York Boulevard, (4) Fire Station #12 located at 5921 North Figueroa Street, (5) Highland Market located at Figueroa at Burwood, and (6) when possible, Arroyo Seco Library, 6145 North Figueroa Street

3.     Discussion and Motion: Upon verification of receipts, approve reimbursement to Joan Potter for outlay of funds for December 2010 Holiday Party: $417.13. These funds were in the original budget -Dodson

4.     Discussion and Motion: Approve funding for pens and flashlights as Outreach Promotion items amount not to exceed $1500 pending Budget and Finance Committee approval –Bonsell

5.     Discussion and Motion: Approve Outreach Committee supplies: canopies, folding tables, folding chairs, not to exceed $1500.00 pending Budget and Finance Committee approval –Bonsell

6.     Discussion and Motion: Approve letter to Principals and PTA Presidents of Highland Park schools, inviting them to HHPNC meetings- Marquez, Bonsell, Brewer 

7.     Discussion: Revisit the question of the HHPNC representative to the Mayor’s LABudget Challenge in light of a CD 1 request to have an HHPNC board member with whom to work directly during City budget hearings in April and May 2011 -Brewer

8.     Discussion and Motion:  Approve funding for the Peace in the Northeast March on Saturday May 14th amount not to exceed $500 pending Budget and Finance Committee approval. -Moore and Bonsell

9.     Discussion and Motion: Approve funding to purchase trees and shrubs to beautify a space in front of Franklin High School. Work to be performed by the New Roots group, part of the UCLA after-school program. Planting is scheduled for April 30th. Amount not to exceed $800 pending Budget and Finance Committee approval -Smith

10.  Discussion and Motion: Approve writing a letter to City Planning Dept opposing cell technology at 234 Museum Drive. -Dodson

11.  Discussion and Motion: Approve funding for Franklin High School Wrestling team equipment. Amount not to exceed $5000 pending Budget and Finance Committee approval -Bonsell

12.  Discussion and Motion: Approve writing a letter to CD 1 and CD 14 expressing Board concerns about upcoming Los Angles City Council redistricting of Council Districts, and selection of a representative for the Redistricting Panel  -Marquez
