Livermore Appoints New City Attorney

LIVERMORE, CA — Kimberly Cilley has been appointed Livermore's city attorney, the city announced. Cilley brings more than 20 years of municipal law experience, including nearly six and a half years as senior assistant city attorney of Livermore. She succeeds Jason Alcala, who retired in August after serving 21 years with the city.

“We are thrilled to welcome Ms. Cilley back to the City of Livermore to lead our City Attorney’s Office,” Livermore Mayor John Marchand said in a statement. “Her deep understanding of our organization’s high ethical standards, coupled with her knowledge of our city’s culture and history, makes her an outstanding fit.”

Since April 2024, Cilley served as assistant city attorney of Pleasanton, where she provided counsel on land use, annexation, and state housing law. She served as senior assistant attorney for Livermore from December 2017 to April 2024, and assistant city attorney and special assistant city attorney for the city of Mountain View for a total of 14 years.

Throughout her career, Cilley has negotiated housing and commercial projects, helped revise city ordinances to ensure compliance with state and federal law, and represented cities in civil litigation, administrative hearings, and code enforcement cases. She is an expert in land use law, including the California Environmental Quality Act, the Permit Streamlining Act, the Subdivision Map Act, and affordable housing laws.

She holds a JD from the University of the Pacific McGeorge School of Law, a bachelor's from UC Santa Barbara, and a Land Use and Planning Certificate from UC Davis. She has participated in numerous leadership development programs like Leadership Livermore, Leadership Pleasanton, and the Alameda County Leadership Academy.

“It is a true honor to be back in Livermore to continue serving a community and organization I know well and respect greatly,” Cilley said in a statement. “I look forward to partnering with the City Council and staff to not only uphold the City’s ordinances but also to provide thoughtful legal counsel needed to achieve the City’s strategic goals.”

Senior Assistant City Attorney Tara Mazzanti is serving as acting city attorney during the transition.
