Livermore City Council To Consider Reallocating Funds To Vineyard 2.0

The city will also review its progress one year after its Housing Element was certified.

LIVERMORE, CA — The Livermore City Council will hold public hearings Monday to review the 2023 Housing Element Annual Progress Report, and to consider approving an amended Permanent Local Housing Allocation to support the shelter and housing assistance provided by Vineyard 2.0.

The council is considering adopting the 2023 General Plan Housing Report, which provides updates on the city’s progress toward realizing its General Plan Housing Element for 2023-31 that was certified by the state last March. According to the annual progress report, Livermore made progress toward its RHNA targets for above-moderate and moderate-income housing, but did not make contributions to its targets for low and very low-income housing. At the same time, it has made progress toward implementing housing programs and securing funding to increase housing opportunities for lower-income residents.

To that point, the council will also consider adopting an amended Permanent Local Housing Allocation five-year plan to reallocate funds to support the shelter and housing assistance provided at Vineyard 2.0, as well as rental assistance provided by City Serve. They will consider authorizing the city manager to apply for up to roughly $1.25 million of PLHA funding from the State Department of Housing and Community Development.
