New City Manager Appointed In Livermore

She is expected to start May 16.

LIVERMORE, CA — At the regular meeting of the Livermore City Council on April 25, 2022, the CityCouncil approved the appointment of Marianna Marysheva to serve as Livermore’s new City Manager. To ensure a smooth organizational transition, Ms. Marysheva is expected to begin her duties with the City of Livermore (City) on May 16, while City Manager Marc Roberts retains full authority through his last day on June 3, 2022.

“The City Council appreciates Marc Roberts for the many years of service he has dedicated to our community. He set the bar very high as far as city managers go,” said Mayor Bob Woerner. “This was a carefully considered recruitment process. We were fortunate to have many good candidates to choose from but were especially impressed with Marianna’s outstanding credentials and extensive municipal experience in communities both larger and smaller than ours. We have many important initiatives underway in Livermore and with Marianna’s expertise and unique set of qualifications, we will seamlessly continue to make progress. We are very excited about this decision, believe Marianna is the right person for this job, and look forward to working with her to best serve the Livermore community.”

Ms. Marysheva is an experienced local government leader with over two decades of wide-ranging municipal experience across California. She began her executive management experience in the City of Oakland, appointed by then Mayor Jerry Brown to serve as the city’s Budget Director from 2001 to 2005. Returning in 2008 as an Assistant City Manager, Ms. Marysheva worked on a broad range of policies and initiatives. During her time with Oakland, Ms. Marysheva received commendations from the City Council for her commitment to public service, cross-agency leadership, public engagement, staff development, compassion, and commitment to excellence. She helped lead the city’s public-private organizational reassessment and strategic visioning initiative called Moving Oakland Forward, which resulted in enhancements to many of Oakland’s core programs and services, such as local business participation, financial planning, and constituent engagement.

In addition to her time in Oakland, Ms. Marysheva served in a variety of executive level capacities for a number of cities in California, as well as worked with various local and state agencies as a managingdirector for FTI Consulting. Most recently, Ms. Marysheva served as Assistant City Manager for the Cityof Irvine, taking on the role of Interim City Manager for over a year in 2020 and 2021. While in Irvine, she contributed to the city’s progress on environmental matters and active transportation, housing development and General Plan update; developed communication campaigns and community outreach initiatives to reach under-represented residents and businesses; and worked in collaboration with multiple partners on mental health, homelessness prevention, economic development, community engagement and quality of life matters. She also expanded and created numerous employee development and engagement initiatives such as the Mentorship Program, Innovation Teams, Employee Recognition, and brown bag lunch series to engage employees across organizational lines.

Ms. Marysheva earned a Bachelor of Arts in Urban Studies from San Francisco State University where she graduated summa cum laude. She earned her Master of Public Policy from University of California, Berkeley’s Goldman School of Public Policy. She enjoys an active lifestyle, often in the company of her twin children, Tolik Maryshev-Martinez and Marisha Marysheva-Martinez.
