1,165+ New Homes, Hotel And Park Proposed For Westminster Mall

The developers behind "Bolsa Pacific" are hoping to transform the former Sears and Macy's buildings into vibrant community hubs.

WESTMINSTER, CA — An investment group recently submitted a plan to the City of Westminster to redevelop the Westminster Mall into a community hub with apartment buildings, townhouses, a park and more.

Last year, Irvine-based developer Shopoff Realty Investments bought two vital pieces of the Westminster Mall and its parking lot with the idea of re-working 26 acres into a thriving and walkable community hub called "Bolsa Pacific at Westminster."

The plan, if approved by the City Council, would put 1,065 rental units and 102 ownership townhomes on parts of the traditional indoor mall. According to a report published by the Orange County Register, 10 percent of the units would be considered affordable units.

Along with housing, the redevelopment would include a 175-room hotel, a 2.5-acre park and roughly 25,000 square-feet of retail and restaurant spaces, according to a Shopoff news release published this week.

“Together with the City of Westminster, we are envisioning a vibrant center where housing, hospitality, retail, and nature come together,” William A. Shopoff, president and CEO of Shopoff Realty Investments, said in the news release. “This community will help to reinvigorate the local economy and bring value to the county and surrounding neighborhoods, elevating this prime piece of Orange County real estate into its highest and best use.”

If approved by the city, the project would likely break ground in 2025.
