In May, Thorsen provided comments to the California Coastal Commission on an , outlining concerns about the impact the draining of the lagoon could have on water quality in Malibu.
California State Parks, which is the lead agency on the Malibu Lagoon Restoration and Enhancement Project, had said it would not release the plan until it was in its final form.
Opponents have spoken out against the plan, partly because bulldozing began on the project before it was finalized.
Malibu Patch will post the dewatering plan in PDF form when it is available.
