Manhattan Beach's Desi Alvarez Leads in Water District Vote

He is ahead of incumbent Carol Kwan for a seat on the West Basin Municipal Water District.

MANHATTAN BEACH, CA — Manhattan Beach voters joined with Redondo Beach, Hermosa Beacn and Torrance residents to decide which candidates they want to represent them on the West Basin Municipal Water District Board of Directors, Division 3. Preliminary reporting so far shows Desi Alvarez in the lead with 31,612 votes. Incumbent Carol Kwan has 25,392 votes and Doug Solomon has 10,179 votes.

Voters are deciding which of the three candidates running for West Basin District 3 will fill the one open seat for a 4-year term. Alvarez is a water engineer. Kwan is the current member on the board of directors for West Basin Municipal Water District and Solomon is a financial transparency advocate. Kwan has been on the board since 1996.

"Newly elected or re-elected Directors officially assume office on the first Monday in January after a November election," according to West Basin Water District's election procedures.
