An employee told police that a man had pulled a fire alarm and then struck a security guard.
When officers arrived at the motel, the security guard was chasing the suspect behind the Delta Fair Medical Offices, according to police.
While responding to the call, a nearby Antioch police officer activated the car's emergency lights.
Police said the suspect may have seen the lights, then jumped over the fence and ran onto the freeway, where he was struck.
"At no time were responding Antioch Police Department officers involved in a foot pursuit of the suspect," according to a news release from the Antioch Police Department.
The D.A. investigator and police immediately provided medical aid, but the man died at the scene.
Authorities have not yet released the man's name.
"As is standard protocol, the Antioch Police Department, the Contra Costa County District Attorney’s Office, and the California Highway Patrol will conduct a joint investigation into the incident," police said in a statement.
