Martinez Holding Measure D Street Selection Workshop
The public is encouraged to give feedback on a presentation by city staff about which streets are recommended for paving this year.
MARTINEZ, CA — The City of Martinez will hold its annual Measure D Street Selection Workshop at 6 p.m. Wednesday, Jan. 31.
City staff will present updated information regarding the condition of city streets since Measure D, a half-cent sales tax, was approved in 2016 to fund roadway improvements. Staff will discuss the city's approach to maintaining roads and the streets that are recommended for paving in upcoming program cycles.
Wednesday's meeting will be held at City Hall, 525 Henrietta St., and the agenda is posted online.

During the meeting, the Franchise and Public Infrastructure Subcommittee will receive the presentation and provide feedback. Members of the public are encouraged to attend, in person or virtually, and provide feedback as well.
There is currently $3.o5 million available in Measure D funds, according to a city staff report prepared for the meeting.

For the six years from April 2017 when Measure D was implemented through June 30, 2023, sales tax income received was $24,112,002 and interest earnings were $82,063 for a total income to date of $24,194,065. The city spent $ 78,586.91 on professional services for projects and $21,029,400 was spent on street improvement for a total cost of $21,107,986. After encumbrances of $36,104, the remainder is $3,049,974.
Before Measure D, the city’s pavement network was in "Poor" condition with a Pavement Condition Index score of 51 in 2015, according to a city staff repor. Today, the city’s pavement network is in "Fair" condition with a score of 69. To date, the city has resurfaced 55.7 centerline miles out of 121 total centerline miles or 51.5 percent of the city’s pavement network, according to the report.
In 2023, the focus was on treating streets in the northeast area of the city. Major paving projects on Howe Road, Old Orchard Road and Arnold Drive were great successes, and 20 residential roads also benefited from Measure D funding, according to the city. In total, 32 sections of road were treated under either the Surface Seal Project or Pavement Rehabilitation Project last year: a total of over 6.5 miles.
