Councilman Calls for Larry Spicer's Resignation

Councilman Tom Adams called for the resignation of interim Councilman Larry Spicer Monday, saying that Spicer had not been truthful with the City Council about his criminal past.

Spicer was convicted of one count of battery in 1998 and had counts of spousal abuse and assault of a child dismissed, according to Los Angeles County Superior Court records.

Allegations of past misconduct by Spicer first surfaced when and called him the neighborhood "bully" during a City Council meeting in May. Adams said Spicer assured the council that the allegations weren't true and were merely the result of a neighborhood dispute.

"I think when you have a pattern of two decades of poor judgment I don't know that that person should continue to conduct the people's business," Adams said in explaining why he believes Spicer should resign. "I don't think the council has been told the truth from the beginning. I think the council has been misled repeatedly on this."

Reached by phone Monday morning, Spicer said that he was busy at a doctor's appointment and unavailable to comment.

Adams said he disagreed with the comments of Monrovia Mayor Mary Ann Lutz made in support of Spicer to the Monrovia Weekly, which first broke the story of Spicer's criminal conviction.

"We clearly have someone who has at least a two decade history of being a bully," Adams said. "If we don't stand up to this then shame on us."

Lutz did not immediately return a call requesting comment on this story.
