The men were reported missing on Tuesday by a friend when they didn't show up to a planned meeting near Cabrillo Marina. According to authorities, the men were fishing in a boat in rough surf off the shoreline.
Both men were described to be in their 50s.
Rescue crews mobilized to search for the missing men and found a boat washed up and overturned against the rocks near the 1800 block of Paseo Del Mar.
The search for the men concluded on Wednesday after the Coast Guard announced there were no signs of distress.
