By Bay City News A power outage caused by a downed power line is impacting more than 200 PG&amp;E customers in the Tara Hills area near the City of Pinole this morning. The outage started at 12:10 a.m. and is impacting 232 customers this morning, according to PG&amp;E. Crews are working to have power restored to customers by 10 a.m., according to PG&amp;E.
