New Regulations for Hotel Registrations Proposed in Poway

The City Council will consider an ordinance that would require hotels to keep records on who rents and stays in a room

Setting registration regulations for Poway hotels is a topic on the City Council’s agenda for Tuesday night’s meeting.

The proposed regulations would require hotels to record the name of the person that registers a room or rooms, as well as vehicle information. Valid identification would be required to register a room, and management would be required to turn over their records for “reasonable inspection” to law enforcement.

Sheriff’s deputies investigating criminal activities at a local hotel encountered problems obtaining information from employees due to insufficient record keeping and uncertainty by the staff regarding turning over information to law enforcement, according to a staff report.

The report listed the proposed ordinance’s requirements:

  • Every hotel in the city of Poway shall keep and maintain a register in which the operator shall inscribe the name, address and date of birth of the adult transient who registers for a room or room
  • The operator shall include in the register the make, model, license plate number and state of issuance of the transient’s vehicle prior to the termination period for which the room or rooms was let.
  • Any adult transient who registers for a room or room must provide the operator with a valid picture identification.
  • The adult transient who registers for a room or rooms must identify by name each and every transient and all authorized or proposed occupants of such room or rooms.
  • The adult transient shall sign the register and note the time of inscription.
  • Registration records shall be maintained and kept on file not less than three years from inscription.
  • Registration records shall be made available for reasonable inspection by city officials or any peace officer.
