Investigators believe Qualls was driving a Hino box truck traveling southbound that veered into the northbound lane for reasons not yet determined, colliding with the bicyclist who was riding on the shoulder of the northbound lane, the CHP said.
The box truck came to rest after striking a tree, the agency said.
The bicyclist was pronounced dead at the scene, according to the CHP.
It does not appear drugs or alcohol were a factor in this crash, the CHP said.
