- Several new laws will affect us in 2023. Laws concerning jaywalking will change. CHP will be able to issue a "yellow alert" in cases of hit and run. Class 3 E-bikes will be able to use approved bike lanes. Training for e-bike users will launch on CHP’s website. Efforts to halt catalytic converter theft will be implemented. Read on to learn more. - In 2023, county supervisors plan to continue their focus on people issues. They will focus on seniors, children and veterans, as well as homeless individuals. They will also work to curb opioid addiction and overdoses. In addition, supervisors will concentrate their efforts to rebuild infrastructure, to align climate goals and air quality improvement with economic development, to create rural broadband networks, and to finalize its decarbonization framework to reach net carbon zero by 2045. - We needed the rain, but exactly how much rain fell in your neighborhood? While most areas received about an inch of rainfall, others had much more. At the coast, Encinitas received 1.66 inches. In the valley, Skyline Ranch got 2.22 inches. The Palomar Observatory received 3.09 inches, while the desert area of Borrego got 0.57 inches. Read on to check rain totals in your neighborhood.
