- If you’ve never seen it, now is the time! Scripps Oceanography said the bloom of ‘red tide’ has been spotted in La Jolla. The phytoplankton blooms are producing bioluminescence in the evening. - New rules for scooters are being considered by the San Diego City Council. “I think finally we have a set of proposed regulations and an approach that will be an improvement, or could be an improvement, over what we’ve had in the past,” said Jonathan Freeman, founder of the citizen’s group, Safe Walkways.
