- Thinking about replacing your lawn with drought-tolerant plants? Now may be the right time to make that change. Another water rate rise is coming. The SD Water Authority plans to raise its rates by about 5 percent for treated water, 4 percent for untreated water. The first part of the rise took place in 2022, and the remainder will take place in 2023. San Diego purchases most of its water from the SD Water Authority.
