City Of San Juan Capistrano: LAFCO Approval Of Utility Annexation

The actual transfer of the City's utility systems to SMWD is expected to occur later this fall.

At its August 19 meeting, the Orange County Local Agency Formation Commission (LAFCO) unanimously approved Santa Margarita Water District’s (SMWD) annexation of the City’s water and sewer utility systems. This is the culmination of a six-year process that began in 2015. The LAFCO report noted that β€œthe transfer would result in enhanced efficiency and more cost-effective delivery of these services to the (City of San Juan Capistrano) ratepayers,” and that β€œthe transfer of the systems and operations to SMWD will result in improved water supply reliability, completion of capital improvement projects that support upgrades and long-term maintenance of the systems, and rate stability for the utility customers.” The actual transfer of the City’s utility systems to SMWD is expected to occur later this fall.
